It seems that margin-* properties are ignored on non-body regions (see
attachment for an example). I must admit that I do not comprehend the XSL-FO
specification to the point whether this is compliant or not :-).

Oleg Tkachenko <[EMAIL PROTECTED]> submitted a patch yesterday to fop-dev that
"tries to unify regions rendering in all renderers". I haven't checked whether
this patch solves these bugs, too.
