When Batik was added to FOP for SVG support, the PCLRenderer was not updated to support this. Enhancing the PCLRenderer to support SVG will be a non-trivial undertaking as Batik has no PCL support (last I knew). To fix this PCL support would need to be added to Batik then the PCLRenderer would need to be modified to use the new Batik PCL functionality.
