Sorry, this doesn't clarify your problem description at all. I suppose you want to have text floating around other objects (e.g. images). The XSLFO spec provides side floats, which are not implemented in FOP (and not planned in the near future).
If you want to have text float around an object in the middle of some block, or into the space left by images of different height on a following line, well, there is no general way to specify this. It might be possible to get it working in a special case.
