    Resolution: Not A Bug

This is not a bug, just an effect of the way the AFP Font is encoded.

The Exclamation Glyph (!) has GCGID of EX033000 in the Characterset file. This 
GCGID has a codepoint of x55 in the Codepage. Therefore you need to enter 
U in the XSL-FO. Please ask on the fop-users mailing list the next time 
you have a question before raising a bug. Thanks
