Fixed in FOP trunk. The attached FOs no longer produce complaints about 
unresolved references, and the 
links seem to work properly.

The problem in the new example is that the empty inline does not generate any
areas. The IDs are registered in the addAreas() method of InlineLayoutManager.
Because there is no content this method currently doesn't get called and
therefore, the ID is not found. The problem is similar to the other FOs where
currently no IDs are supported. We will need to find a way to still register the
IDs even if there is no content or no direct relationship of the ID to
generating an area.

Reassigning to fop-dev as this is low priority for me and I need to concentrate
on other things at the moment. Sorry.

(I hope I fixed it in a good way. I'm not sure it's the best way.)

Incidentally, your bug report coincides with my next bigger task: checking if 
all the ID stuff is handled properly. I still have to write a test case for 
that bug I'm currently unsure how to do it, especially since wrapper doesn't 
create any areas. Otherwise, I could simply add the IDs to the area tree and 
test them there. I'll figure something out. :-)

Nils, thanks for reporting the issue. Stuff like this is highly appreciated!

I'm keeping the bug report open for the moment as a reminder for myself that I 
have yet to write an automated test case for this problem.
