Converting PCL to XSL-FO doesn't make a lot of sense (and is impossible to do well). Same for PDF--XSL-FO and PostScript--XSL-FO. If you wanted PCL--SVG, PDF--SVG, PostScript--SVG, then it would make more sense because the formats are more alike in what they try to accomplish. PCL, for example

You mean you have done layouts that generate PCL5 files? For what formatter? To convert them for XSL-FO you'd have to know the old format and find a way to convert them to XSL stylesheets (not XSL-FO files but XSLT files that generate XSL-FO). A requirement would be XML files as input. You have to
