I have noticed that a page-number-citation which refers to a block id
that also has a break-before=page attribute does not emit a page number if
it's the last block.
fo:page-number-citation ref-id=abc
and
fo:block break-before=page id=abc
Is this a defect?

You can try to use an empty block for forcing the
page break:
