Not really. Should be some difference between them, try to find it out.
Narrowing the culprit down, it seems like it is doing this when rendering a
graphic.
FOP can run into a infinite loop on big images, see

Any packages or patches that anyone is aware of for fop?
Make sure your image fits the page itself and if you are using keep-*
properties - do it careful.
