I have to admit I haven't done much testing with discourse but so far I
like what I see.
The one thing I can say in favor of the mailing list is that I see the
numbers go up in my inbox and that reminds me to go and check and stay
updated.

It would be great if you could attach some logs around the time you build
and count the parameters.
Also, are you sure which parameter is being deleted? Maybe send the results
of selecting from the parameters table instead of the count?

Global Parameters are not used just for puppet so the terminology shouldn't
be changed to avoid confusion.
They can be used to set global variables but you can also use Smart
Variables from the puppet class itself.
