A "fossil rebuild" is not required, but is recommended, when updating to the latest "trunk" version. If you do run "fossil rebuild" and then back up to a prior fossil version, a "fossil rebuild" will definitely be required. The change adds two new fields to the MLINK table. Those two new fields
