2 more things you should try:
        1)  check to make sure there is an entry for the copyright agent in the 
Scheduler.conf file (in /etc/fossology).
        2)  please stop the scheduler, rerun fo-posinstall - check for errors; 
restart the scheduler; check log file for errors.

Email errors, if any.
