fo_nomos_license_list --user fossy --password fossy -u XX
I think you should not put single quote around user id ,password.

Can you try following method.
Since you are running under 'fossy' group.
Create .fossology.rc in /home/fossy/
.fossology.rc should contain following
user=fossy
password=fossy
