Leximation's DITA-FMx plugin can do this. You simply add
@outputclass="fmdpi:96" to the image and FrameMaker will display the image
at the specified resolution.

I don’t think there is by default. Normally, when you rescale an image in FM it
saves the width and height propertys in the XML. So you if you can find out the
right dimensions you could add those to the image element before opening.
