Automatic generation of inner front with chapter tabs

The chapters in our books are divided by index tab dividers. Right now the inner front always has 17 tabs. The tabs are represented by a table with automatically generated list of markers from each chapter. I think it will be too costly to deliver 17 index tab divider for manuals with only 8 or 12
