I will not repeat what others have already suggested, but in addition
to that, you always have the option of applying a Character Format
(Tag) to your footnotes or parts of them.

You set the size of the footnote reference in Format>Document>Text
Options. This dialog allows you to set the size of superscripted text in
relation to the associated body text.
