CRTL + ALT + c brings up a dialog box for a software program called ATI Catalyst. I wonder why it's overridding the FrameMaker control. CRTL + ALT + u and CRTL + ALT + l worked just fine. Even more strangely, I just went into character designer and clicked Small Caps Apply and nothing happened.
