You cannot open the MIF file, because FM will create all the
information necessary to build a document, including the System
Variables.
The correct steps:
1. Create the MIF file as the example already done:
MIFFile 7.00
VariableFormats
VariableFormat
VariableName `MyVariable'

I think I missed the first part of the thread, but my ImportFormatsSpecial
plugin will allow you to only import User Variables into your document or
book.
