FrameMaker retains. Every time you regenerate, you are creating the file
from scratch.

To share files within a group, use Subversion or whatever source
control system you have already.

I had my files on the network; any time I updated the book Frame would go
black momentarily and "unresponsive" would display in the title bar.
Putting my files on C: fixed this.

In the past I always worked locally.
FrameMaker seems a bit slow to me.

There are two locations for templates as well. One is the install directory
DITA1.2 or DITA1.3 (both more of an "author" location) and a DITA location
(for publishing). Might be that you updated in one, but not in the other. My
2 cents only.

Adobe should also add a checkbox to turn off the lock feature on the
local machine also. There really is no reason to have the lock feature
if I'm working on my local machine. Who else could be working on my
files at the same time?
