You can achieve the desired effect by using a combination of these three
system variables:
Volume Number $volnum
Chapter Number $chapnum
Current Page # $curpagenum
First set up Document Numbering Properties like this:
1. Format Document Numbering
a. Volume tab, in Volume #
Hi folks. I need to set up a numbering sequence for appendices that goes
like:
Appendix A. Blah
A.1 blah
A.2 blah
Appendix B. Blah
B.1
B.2
I'm not sure how to set up the auto-numbering for the appendix and appendix
level one tags.

Assuming FM 6.0 or later and each appendix is it's .fm file in a book,
use the numbering properties of the paragraph style.
For the appendix title use A:Appendix $chapnum. without the quotes.
For the appendix level one tags use B:$chapnum.n+ without the
quotes.
In the book, you'll need
I've tried the following Wildcard searches (which I'm pretty sure
used to work):
^\p
^$
but they only find paragraphs that have table or frame anchors in them.
FrameMaker 7.2 on Windows XP.
Any suggestions?

Don't know those. I learned that \P finds the start of a pgf and \p
finds the end, so to find empty pgfs, I use:
\P\p

So, I am assuming you have a file in which all the pages are numbered
2H-2[letter] and that the book file has sequences 2H-[number]?
If that is true then Baruch's suggestion is good. But is that the case
or do you also have number sequences 2H-3, 2H-3A, ..., 2H-4, 2H-4A,...
Never mind. For some reason (user error?), ^$ is working again.

definition in the reference page I end up with index entries that refer
