The only simple option in FM is to change from a regular underline to a numeric
underline - this will change the spacing (slightly) but also change the line
weight. Neither underlining style is adjustable, so you will have to test to
see if you like the result.
As others have said, there are
Xrefs work OK in regular FrameMaker. The problem is in Structured Frame,
which of course, is what I am using. Uninstalling Framescript doesn't
seem to make a difference. Saving a file as MIF and then opening it
still crashes.

I am also running Frame 8 on Win 7 (but unstructured). I have not had your
cross-reference crashing problem, but I did have issues when I first moved
to my new computer--I did have crashing issues, but I don't know that there
was any consistent cause.
Once I got myself fully patched, though,
Use the numeric underline instead of the regular underline—this will leave some
space between the line and the text.
