Illustrator is for vector graphics, Photoshop is for bitmaps. EPS is a vector format, so you should use Illustrator to edit it. You can sort of edit EPS in Photoshop, but not really. If you really need to edit EPS, I would not mess around with anything but Illustrator. Is that really a hard

Tammy, Photoshop really isn't set up to handle vector graphics, such as line drawings. But it can handle and output photos and screen captures. I use both but prefer Illustrator. Illustrator's native .ai format is the same as .eps. I import .ai photos by reference into Framemaker and it works
