[Framers] Framemaker 2019, Conditional Text, and ToCs

Hi, I recently upgraded from Frame 8 to Frame 2019. I've hit my first hiccup. I have subtopics that are comprised either partly or entirely of conditional text. I just attempted to do something that was seamless in FM8; insert a standalone ToC in selected chapters of my book. It's not complex.
