One of the advantages of using Fm to edit structure is that many formatting
attributes can be controlled via Fm's interactive properties.
Attributes are typically mapped to Fm attributes
There are a number of things new to Fm11 that can help with this task, if you
are looking to work within the constraints of DITA.
The Fm 11 Reviewer's Guide (written in DITA) will explain a few of the

markers, without having to change the master pages each month. With a marker
change, you could change the value within the header, without being terribly
disruptive to the rest of the doc.

Sorry David, but it's your workflow that's tripping you up.
I'm sure there are other methods, but here's how I've consistently and
confidently defined/updated character tags for many years:
Click outside the text flow
Open the Character Designer
Choose your tag from the drop down menu
Define
Jo, have the SolidWorks file output as U3D and then sit back and enjoy!

Training engineers in tech comm tools is usually about as effective as training
tech comms in the software tools the engineers use--that is, it's not generally
effective.

(Word) and you provide a template and train them
