There must be an editor that writes out a generic jpg, no matter what kind of 
jpg is read into it. Thus my suggesting to use a variety of editors to open the 
file and saveAs jpg again. I would start with photoshop, an older version if 
you have one.

It's probably possible to identify internal differences among different
versions of jpg files by opening them with an appropriate editor.
