I think I first encountered the bug that made cross-references in text
insets not work in FM6. It was definitely in FM7 since I covered the
workaround in an in-house tech writers' guide I wrote at an old job:

Can't answer your first question right now, but i have a few insets i could try
and see if it works.
On the other issue, I have purchased version of Framemaker 2015 and you need to
go to the help menu and select Updates. Frame will go out and see check. If
there are, Frame will let you know.
I can't speak to the text insets, but as far as the subscription versus
outright license is concerned, I believe the differences are that the
updates/bug fixes are automatically pushed for the subscription, but you
