The writer who reported this problem tells me she solved it by
uninstalling and reinstalling FrameMaker. I asked whether she applied
any patches to the new install. She says that FrameMaker updates were
automatically cued and applied shortly after the software was installed.

Someone mentioned that the difference of ASCII sort
I have reported this as a bug since FM 8 was released, and also in beta
testing of FM 9. I have let Adobe developers know, in no uncertain
terms, that this is a MAJOR issue. This sort order issue can invalidate
a user's templates which they have used for years.

my Mac right now, and can't remember the exact name or location on a
Windows machine.)

observation that they have seen FM8 behave differently in this regard
on two different machnies.
But I have to say that I have no clue about where/how to change to
a different character set for my OS (Windows XP Pro SP2).

Stuart gives me more credit than I deserve for my wild guess. I
dreamed this up by remembering some of the reported problems with
Unicode-aware FM and spurious characters in PDF bookmarks, and in
moving legacy files created in earlier versions into FM 8.
