Neither behavior sounds much like a feature to me. If I'm understanding 
correctly, each subsequent page in the document will contain either the main 
text frame (Flow A) or the small one you added (Flow B), but not both. And 
which page contains which depends on which flow you add text to next. 

Preferable behavior, IMHO, would be if step 5 caused a new, small text frame 
for Flow B to appear at the top of the existing page 3, along with the existing 
main text frame (Flow A). 

But I can't really think of a use case for either the old behavior, the new 
behavior, or the behavior I'm suggesting. I've only used multiple text flows 
for documents like newsletters, where I wanted a text flow to continue in a 
specific place of my choosing, and thus placed the text frame there and 
connected it to the previous frame in that flow.
