Wow, that was fast. Klaus Müller's comment helped.
I switched off all APIs in the maker.ini file
([Preferences] API=Off). Then the update took only
5 to 10 seconds. After I switched all APIs on again
and restarted FrameMaker, the book update took still
only 5 to 10 seconds. Problem solved.

The easiest solution to slow book updates is to take a minute
to use the Open All Files in Book command to open everything
*before* you start doing book-level updates. Simply hold down
Shift before pulling down the File menu, and you'll see that all
the familiar single-file commands have changed to
