You can add alternate text to anchored frames in FrameMaker. (PDF tags must
be turned on in PDF Settings when converting to PDF for Distiller to parse
the alternate text.)
To add object attributes, select the anchored frame and then choose Graphics
Object Properties. Click Object

We comply with the 508 code and we use an icon along with the word NOTE and
any text the writers needs to add.
