Took a few years to figure that one out – I would occasionally notice that links that were valid xrefs in my FM source would be dead links in my WebHelp output. I’ll mention that this is precisely the problem with FM8/RH9 that I ran into a month or two ago. Adobe was proactive in reaching out to me offline (woot!), but the eventual answer was (paraphrased) “It’s a bug. You need to upgrade.” Not helpful with my company’s current cashflow. The interesting thing was that links within a chapter worked, but not links to a separate file. I eventually combined my chapters into a single file. I had the latitude to do that with only three chapters; YMMV. There’s also another similar bug out there that involves text insets. If your doc has xrefs, then a text inset, then more xrefs after it, the xrefs before the text inset will be turned into working hyperlinks, but the ones after the text inset will fail in much the same way as the “too long path” bug – i.e. they look like links, but don’t act like links.
