Usually because they don't actually _use_ the tools for the commercial purpose that they are designed for, unfortunately. To them, such changes may seem trivial, but for people who have "muscle memory" for the tasks (menu locations, key strokes, etc.) - because of daily/frequent use - this becomes a pain in the butt.
