My first step would be to go to the FrameMaker folder and double-click
the actual FrameMaker.exe file. That will rule out a faulty alias and
verify the installation.
Evidently you have attempted installing FrameMaker several times
already. I think you should start looking somewhere else.

I have encountered this problem with earlier versions of FrameMaker.
It has not yet happened to me on FM9.
In my experience, if there is a font problem, it is caused by the fonts used in
graphics.
Sometimes, the Distiller warning messages are misleading, so you have no idea

Businesses are all about money.
You have to sell them on the idea that using Frame and/or RoboHelp reduces the
project cost compared to Word.
For example, you might prepare an estimate showing that using Word for the
project would take 160 hours.

Just my opinion but I think engineers gravitate to that field because they
relate better to things than to people.
They’re great with formulas but lousy when communicating with us mere mortals.
Where I work, most of the engineers speak English as a second language.
