Adding to Dov Isaacs' reply:

Using Presentation Assistant (FM-to-Acrobat TimeSavers add-on), 
transparency is supported with rectangles (of different types), circles, 
JPEG images, and -- on a limited basis -- with text strings.
All items are inserted/controlled through hypertext markers. For text items 
(typically one-line strings), you can specify the font, size, color and 
blending mode.

A sample PDF is available at

PDF blending modes are similar to those available in Photoshop (see 
http://www.microtype.com/showcase/PresentAsst/Transparentbutton-BlendModes.pdf

FrameMaker doesn't support the Adobe PDF transparency model in any way,
shape, or form. The only way you can do wrt/ transparency is to import
content that has already flattened (in my book, we call that ruined
transparency) in either PDF or EPS. Specifically making text in
FrameMaker itself (i.e., not imported) anything other than 100% opaque 
is impossible.

If you need artsy live transparency stuff in the content of text in a layout
program itself, you need InDesign.
