perpetual license for. This is not terrifically hard to do using Extendscript 
for large numbers of files.


Presumably you could subscribe for a year, then start a new subscription 
sometime later and have access to your files.


Here's how perpetual licenses have been treated in the past. I haven't heard of 
changes.

Updates are pushed out to you (via notification that they are available) and 
can be triggered from the menu system using Help > Updates...  You are NOT 
required to install them.


Version upgrades are available as free upgrades if released within 30 days of 
purchase (at least for individual users). This may not be true for corporate or 
academic license purchasers.


Subscription users get all upgrades (at least that's the way Creative Cloud 
works) and can decide to install them or not AND can retain older versions on 
the system as well. So you aren't bumped up to a new release and HAVE to use 
that release. You can use the older one(s). This is nice for consultants who 
require specific versions for specific customers.  I have advocated to Adobe 
that given the FM world out there, new users ought to get access to all 
previous version licenses they might request for use on a single machine.

I can't speak to the text insets, but as far as the subscription versus
outright license is concerned, I believe the differences are that the
updates/bug fixes are automatically pushed for the subscription, but you
have to download and install for the license; and if you stop paying the
subscription, you will not be able to open or edit your files in Frame
anymore.
