There are two tools that do this specifically for Frame:
Mif2Go (our product, $295), and WWP Pro (not the Standard 
Edition that comes with Frame).  You can download a demo 
version of Mif2Go from:

Hi all,

Does anyone know of a plugin for Framemaker that converts a book into a .chm
file? For some reason, I thought Framemaker did this natively, but it only
does HTML output natively (and that seems to be a bit dodgy itself). 

The DITA application pack has a good chm conversion utility, but if you're
not using DITA there doesn't appear to be another way.
