I just tested this by inserting a PDF fillable form in a PDF created from
FrameMaker.
All of the fields of the inserted form are accessible, as if the form was
standalone.

I believe you can add a fillable PDF form to the .PDF of a FrameMaker
book after the fact, with Acrobat, but I don't think you can embed a
working form into a FM file. FM treats imported .pdfs as graphics.
A third party outfit, such as Microtype, may make some kind of add-in,
