Many people create a para tag called Anchor to solve this (and a host of other less than desirable behaviours) that you may want to try
It's an almost invisible tag that I use only to anchor tables and graphic frames. I set the para font to 2 points, which is usually the minimum, and adjust space above to match other body type paragraphs. I color it red for on screen visibility.
