Alec's analysis is correct. PLIP 142 made this change and I already noted this as an outstanding issue in the bundle review. As looking into the review notes is a bit tedious and we might forget the issues raised there, I created a new 3.0-alpha1 milestone in the tracker instead and created new tickets for the open issues which are known to me for the PLIP I reviewed.
