So you are looking for the commercial licensing arm of the Archive, or the
preservation arm of the archive? Different people, and only the former
really can arrange giving you footage..

T3 Media represents BBC now in the United States. Since BBC & T3 would have
to transfer it themselves, and that costs money, I can¹t imagine them
waiving the fee. It might be simpler to find someone to go to their offices
and view the film as film.
