As far as I know, the only public library in the country that still has an
open 16mm film library is the Enoch Pratt Free Library in Philadelphia. Your
local library may be able to get films from them through interlibrary loan.
They are very good people.

I don't think _anyone_ can do color dirty dupes anymore. The print stock
was discontinued a decade ago.
Cinelab can do BW dirty dupes although they are going to be more contrasty
than the originals because the proper print film is no longer made and
they are forced to use a lab intermediate
