The backup_festival in Weimar, Germany is exactly what you are looking for.
Their deadline passed for this year, the festival is happening in May. But
there is no submission fee, and they are specifically looking to screen
films of students and emerging artists. They have two competitions with

At Alternative Film/Video Belgrade we make no distinction between
young/emerging/student work and other works. All are eligible for and welcome
in our competition program. We often have student works that are nominated by
our jury to the festival's list of significant achievements.
Would works like Vanderbeek's symmetrics or the Whitney's films using analogue
computers count as the kind of remediation you're interested in? Sorry if
they've been mentioned already.
I could also see the work of Noisefold, though not filmic, being loosely in the
bounds you set out.
