The problem is twofold: 

1. Processing BW reversal

2. Slitting 8mm.

There are lots of labs that can do the first, including Cinelab.  The second
one is hard to do well.

Of course, Kinetta Archival can scan un-slit Double-8, so if you don’t need to 
project or print it, that’s another option.
