I don't think _anyone_ can do color dirty dupes anymore. The print stock was discontinued a decade ago.
Cinelab can do B&W dirty dupes although they are going to be more contrasty than the originals because the proper print film is no longer made and they are forced to use a lab intermediate stock not designed for the job. It's possible for any good lab to pull an internegative off the print, then a sound interneg, and then a composite print from the two internegs.
