Well, he never projected that (I think).  He then optically printed it on to
film.

But in a general sense, no, of course you can use tape, blank stock ­ you
need something perforated regularly and precisely if you wish to project.
One doesn¹t need a camera, of course.  You don¹t even need a projector, but
you do if you wish to project something with images collected on a strip.
If you are creating a tactile art object...

But then what are we talking about at that point?
