Everyone has an opinion or a theory on this, all I can tell you is that I've 
shipped film across Canada and to the U.S. using national post services with no 
stickers identifying the contents and have never had a roll go bad. I've also 
had film x-ray'd in my carry on in Mexico with no effects. 

My 2 cents is that I don't think any postage gets x-ray'd because the massive 
volume of mail would be too expensive to monitor and the time delay too great. 
Just think about how long it takes to get through airport security, where they 
have to stop and scrutinized the contents of your carry on bag. The U.S.P.S. 
handled 167 billion pieces of mail in 2010, can they afford to have an employee 
scanning and inspecting every single item? If they do x-ray packages, it would 
probably only be for those shipped via Air, since the cost is higher and the 
general paranoia surrounding airport security.

The post office is not FedEx.  The post office normally doesn't x-ray anything
but under special conditions they will use all sorts of machinery that is
hazardous to film.  After the anthrax scare, all kinds of stuff going in and
out of various museums in Washington DC has become a problem.

I like the big stickers from Markertek.  But you need to ship by someone like
FedEx or Danzas who carry a lot of film (well, maybe not so much anymore) and
know how to deal with it.

Fedex does not X-ray if you mark DO NOT X-RAY on the outside of the box.

The TSA they will X-ray it no matter what it says on the box if nobody
is looking.

I FedEx everything back home, or FedEx directly to the lab.  Within the US
I'll often just send FedEx Ground since it's kept cool and the extra day or
two isn't a problem.  Outside the US I will usually use whatever the cheapest
way is (which is not normally very cheap).

Flying with film has become a nightmare.  Used to be you could just bring
a changing bag and set aside an extra hour and have the security guy put
one hand in the bag and you put another hand in the bag and open up the 
cans and let him feel around.  These days I don't think that would go over
very well.  I feel lucky just to get myself through security let alone 
a thousand feet of ECO.

And yes, if you put it in the lead bags, the normal response is to get a
hand inspection which you could have just asked for in the first place.
Sadly the hand inspection often involves opening up cans that are marked
OPEN ONLY IN DARKROOM.  You don't need an inspection like that.

So if you film internationally, super 8, do you FedEx it home and process
at home???

Usually I just waited and processed back at the states. While I've seen
some 16mm by other people be effected by the X-ray, my super 8 (tri-x and
ekta)  has looked fine when carry on. And Turkish airports use huge scary
looking X-rays, and you go through em twice (once at entrance, one more
time before you approach a US bound plane.)  So those flicks certainly got
toasted a bit

Sometimes you can convince them to handcheck it (which you should always do
in the US) and I always carried a changing bag with me in case they'd
accept. And maybe Israel might be a bit more straightforward with that
stuff, who knows.

But yea, my stuff looks fine in that regard, but might want to hear that
from more people to settle your concerns.
