Well, the king of the pack is the Kinoton machine, which is designed exactly
for this sort of job.

Some of the Eiki xenon projectors can run at 16 fps by moving a drive belt
from one position to another, and the details are in the manuals if your 
Eiki can do it.  I am pretty sure the EX-6100 will do it, though I don't know
about the EX-9100.

http://www.cardinalsound can probably rent you a Kinoton, though I don't
have any idea what it will cost.

Hi Andy on many Eiki Projectors you can loosen the screw that holds the
cover to the main body. Inside you will see a rebber belt and a roller with
two sizes, small and large. Adjust the belt to the other roller. It will
change the speed,  however, it is debatable which speed it is . Some say
16pfs some say 18fps. I do not recall it changing the density of the bulb,
however, that could present another problem such as slight burning in the
center.
