GIbbs as far as I know will send track for processing wherever requested. DJ sends most of there work to FotoKem. I don't know about Chace, but NT processes track onsite in their own facility. If you want do transfers to mag and edit mag and then have the optical track done from the mag, there is no reason you can't do that today. Magfilm is available from Kodak's motion picture office, just like film, although they have a one-case minimum order. I occasionally do transfers from DAT or CD if you don't have a dubber, otherwise you can still find a lot of post houses with a dubber sitting in the corner somewhere. Cinelab has a guy who will do optical tracks from mag originals.
