Like a traditional encyclopedia, Wikipedia is not an authoritative
source of information. Outside citations are required.. and should be
read. The talk page above has a link

which states that 'Russia did not legally “ban” Bitcoin.' There's an
updated page:

That last link, hasn't made it even to the Wikipedia talk page

To me, it's the usual, all taxes government duties to be paid in your
local currency.

Politically, Russia is more of a worry than China right now.
