My bad, the issue still exist in the 13.1-BETA1

I completely forgot about hint.hwpstate_intel.0.disabled=1 in /boot/loader.conf

I have commented two lines below from device.hints and the system is running as
it should.
also the dev.cpu.0.freq_levels shows the sane values

#hint.acpi_throttle.0.disabled="1"
#hint.p4tcc.0.disabled="1"
