There are few issues. with vmware, you should rather grow existing boot disk -
just to keep setup simple. If you are adding disks, make sure they are properly
partitioned.

Can you try to replace /boot/zfsloader with zfsloader from other FreeBSD
versions?
E.g., 12.0, 12.2-RC, 11.4, recent snapshot of the CURRENT?
